Good-looking and muscular, Goto wears his black hair shaggy and keeps a neatly groomed black beard. Whenever he taps his power or his temper flares, his eyes shine pure white. For the fourth Jeju Island raid he dons his guild's standard black combat uniform and carries a long red katana.

Outwardly Goto seems calm, measured, and well-mannered, seldom betraying alarm or fury. Beneath that, though, runs deep overconfidence and a callous indifference to human life, evident in how he leaves the Korean S-Ranks to die and feels nothing on finding his own guild members' bodies. He is also shrewd and probing, the architect of the scheme to doom the Koreans and quick to sense that Jinwoo is far stronger than he appears. His pride leaves him unable to accept anyone surpassing him, a flaw that blinds him to the Ant King's superiority until it is too late.

As Japan's greatest hunter Goto ranks among the strongest in all of Asia, markedly more powerful than the Korean S-Ranks at the fourth Jeju Island raid and described by Jinwoo as overwhelmingly above his own guildmates. Even so, he is no match for Jinwoo in their sparring bout, and a Chinese navy captain who saw both in action judged him thoroughly outclassed by China's Liu Zhigang in raw power. His enhanced strength lets him slice Jinwoo's skin with bare hands despite the gap between them at the time, and his enhanced speed allows him to turn his hand into a blade and react to the Ant King's surprise attack from behind.
