Ramen

Bald and tall headed, Ramen has a Chinese dragon tattooed across the left side of his scalp. His jaw is squared, a black Fu Manchu mustache hangs from his lip, and small circular sunglasses rest over his eyes. His outfit is a green Yuanlingshan trimmed in white at the collar and cuffs, worn with a thick metal chain hung around his neck as a necklace and a small Qing Guanmao set on his head.

Concern for his nation's welfare and for global affairs runs strong in Ramen, who came to the Levely carrying plenty of topics he meant to bring up. A tactical mind shows in how he secretly assigned the Chinjao Family to break up a weapons trade that had been bolstering states hostile to Kano. He is also prone to confrontation, having slipped into a sharp disagreement with Furrari during the assembly.

Acting on Kano's behalf, Ramen dispatched the Happo Navy's Chinjao Family to Dressrosa, charging them with dismantling Donquixote Doflamingo's weapons trade, which had been funneling arms to countries warring against his nation.

Following Doflamingo's defeat, Ramen awaited the return of Sai, the navy's incoming leader, noting that with the fighting concluded his country could at last join the Levely. He was present for the council's first meeting and observed that countless issues awaited discussion, and somewhere in the course of the gathering he became entangled in a political argument with Furrari, the cause of which was never disclosed.
