As Cocoyasi Village's long-serving lawman, Genzo is the nearest thing to a father that Nami and Nojiko ever knew. Holding his community together through eight years of Arlong's occupation, he became a steadfast ally of the Straw Hats during the Arlong Park Arc.
Of ordinary build, Genzo has dark hair, a heavy mustache, and a face that tends to settle into a stern look. His one recognized outfit is a short-sleeved brown police uniform worn with sandals, and for over a decade he kept a pinwheel tucked into the peaked cap, originally to coax smiles from a young Nami and later as a keepsake. A brutal attack by Kuroobi during Arlong's invasion left lasting scars across his face and body, and after the Marineford war he began letting a little stubble grow on his chin.
A long-standing authority in Cocoyasi, Genzo had watched over Bell-mere since her troublemaking youth and worried about her ability to raise the two orphaned girls she brought home. That concern hardened into genuine fatherhood toward Nami and Nojiko, and once their mother had died he threw himself into securing their happiness, even warning Luffy he would hunt the boy down should he ever rob Nami of her smile. Under Arlong's rule he shouldered blame to spare the villagers and held the town together so Nami's secret plan could play out, choosing never to reveal that he understood her true motives. He carries a comic perverted streak as well, fluster aside, and was repeatedly scandalized yet oddly proud of Nami's later wanted posters, enlarging one to fill an entire wall.
Genzo knew the village rebel Bell-mere well and was as surprised as anyone when she enlisted in the Marines, then returned with two orphans she meant to raise herself. His early objections gave way to acceptance of Nami and Nojiko as her family, and he solved the infant Nami's fear of his stern face by pinning a pinwheel to his cap. When Arlong's fish-men seized the island, Genzo tried to defend Bell-mere's household with twin pistols but was cut down by Kuroobi and scarred. He organized resistance, learned of Nami's deal with Arlong, and quietly kept her secret while paying the pirate's tax for eight years. During the Arlong Park Arc his rebellion plans were exposed and Usopp's intervention barely saved him; after Arlong betrayed Nami, Genzo led the villagers to storm Arlong Park, where he and Nojiko kept a drowning Luffy alive until Sanji freed him. Once Arlong fell, he met Luffy at Bell-mere's grave, repeated his warning, and left his pinwheel there now that it was no longer needed. In later years he was repeatedly seen fretting over Nami's increasingly bold newspaper photos, even as he displayed enlarged copies at home, and during Vegapunk's broadcast he listened uneasily alongside the village.
