
Jack Neylon, real name Kal Snydar, is a minor mobster who ends up registered to Sidoh's Death Note once the Mafia tears it away from Japan's police. Coerced into the Shinigami Eyes bargain, he becomes the gang's tool for killing to order.
Golden-blond hair falls to Neylon's shoulders, framing a heart-shaped face whose cheekbones and jaw are sharply cut, while oval spectacles sit over his brown eyes. The manga gives him a brown suit and black collared shirt; the anime recolors that suit white while the dark shirt stays. The game version ages him, darkens his skin tone, turns his hair white, and pairs his white suit with a red shirt.
Hints in the series paint Neylon as a likely drug user. The first time he alone spots the hideous Shinigami Sidoh and recoils in panic, Ross needles him about hitting the crack too hard, since the monster stays unseen by the rest of the mob until each of them touches the notebook for himself.
Since 1987 Neylon has been a small-time soldier under Rod Ross, dealing narcotics and black-market arms; four arrests all fell apart for lack of proof. Once the gang wrenches the notebook from Japan's investigators, ownership is logged to him, though Mello handles it repeatedly while hunting leads on Kira. After Sidoh traces the book to the hideout, Neylon is made to see the Shinigami and coax the others into touching it so they can too, and the creature reveals the eye bargain that swaps half one's lifespan for the power to read names. Told by Mello to accept, Neylon refuses, giving in only when Ross promises to shoot him where he stands and to raise him to his second-in-command.
Using her own eyes on a Bureau file of known mobsters, Misa Amane flags Neylon as a notebook holder, then tips Light, who makes Neylon mail over the hideout's location. Light's Special Forces raid goes in, Sidoh strips the soldiers' helmets unseen, their faces reach the gang's screens, and Neylon reads the names for Ross to write, wiping out the squad before the mob flees. Already marked to die by Light, Neylon is killed barely a minute before a second, successful raid by the Kira Investigation Team. Side notes record his fondness for Anne of Green Gables, his preference for brunette women, and his contempt for Mello.
