The eighth and closing arc of the Public Safety Saga unmasks Makima as the Control Devil and the architect of Denji's suffering. After she murders Power before his eyes, the story builds to a sprawling showdown where Denji must out-think a foe who cannot be killed by force alone.
Running from chapter 80 to chapter 97, this finale follows the Gun Devil arc and concludes the saga before the Academy era begins. It pays off Pochita's warnings about the forbidden door, reveals Makima's grand design, and ends with the birth of Nayuta, the Control Devil's reincarnation.
Grieving Aki's death, Denji accepts an invitation to Makima's apartment, where he confesses he wants nothing more than to be her dog. She orders him to open a door despite Pochita's old warning, then shoots Power dead while smiling. Makima reveals that Denji once killed his own father, breaking his bond with Pochita and letting her seize control of him. Kishibe's Anti-Makima Squad sacrifices itself to summon the Hell Devil, but Makima's contract with Japan's Prime Minister deflects all harm onto Japanese citizens, leaving her untouchable. Pochita assumes his Full Devil Form, and after answering Kobeni's cries he goes on a rampage and even takes her on a date.
On a rooftop Makima sends her Special Division 5, an array of returning Hybrids including Reze, Katana Man, Miri Sugo, Barem, Quanxi, and the Whip and Spear users, against the Chainsaw Devil. Pochita tears through them, hurling his own heart into space to regenerate before grappling and shredding the survivors. When the public begins hailing Chainsaw Man as a hero, his strength wanes, and Makima nearly finishes him before Power awakens from inside his body in her Blood Devil form to skewer the enemy. Power eventually flees with Denji, returns him to normal, and gives him her blood with a plea to find and revive her one day.
Kishibe shelters Denji and Kobeni, and a talk with her rekindles his resolve. Denji then stages a graveyard ambush, cutting down the zombies and Hybrids until only Quanxi guards Makima. Makima rips out his heart and gloats, only for the real Denji to rise from nearby corpses and slash her with a Blood Chainsaw made from Power's blood. The Denji she fought was a decoy Pochita; Makima never noticed because she identifies people by scent rather than face.
Denji takes Makima home, cooks her, and eats her whole, calling it an act of love rather than violence. Some time later Kishibe presents a young child whose bite Denji instantly recognizes as Makima's. She is the reincarnated Control Devil, memory-wiped and brought from China, and Kishibe entrusts her to Denji so she will not become like her predecessor. The girl gives her name as Nayuta, and Pochita explains that the Control Devil always longed for a family but pursued it wrongly. The arc closes with Denji, now in a high school uniform, stepping out to face a new devil. Newcomers include Miri Sugo, Barem Bridge, the Mantis Devil, Nayuta, Virtue, Seraphim, and Dominion.
