Overview

Wing Bind, formally the Natural Dragon Management Agency, is the body responsible for safeguarding and regulating the dragons that share Reverse London. Its headquarters stands directly behind the West Branch's entry gate, a tall rectangular office block crowned by an old-fashioned mansion and ringed with greenery.

By law, only Wing Bind personnel may deal with dragons directly; anyone else who touches one risks a century in prison or execution. When a dragon rampages, agents seal off the area with barrier tape and leave a single member to handle it, but the appearance of a Dark Dragon triggers a full street blockade, with citizens warned through their phones to shelter until the elite Sabres put the creature down.

The agency's field agents are witches and wizards who earn their place by clearing a specialized entrance exam, after which they protect, raise, and at times destroy dragons. Each is normally posted to a single division but can be pulled into other duties during a crisis, such as a loose dragon with no one else on hand to stop it. Service is rewarded with both pay and achievement points, the latter opening the path to promotion once enough accumulate. Saturdays are usually a day off, barring anything urgent.

The workforce is split into eight divisions, every one headed by a director, and those directors together make up the Top of Horns. The Inks, under Bruno Bangnyfe, specialize in wiping out Dark Dragons with potent magic and go about in loose dark hoodies. The Pipers, also called Conservation Rangers and led by Tronbone Takkinen, domesticate dragons, harvest the resources they yield, and round up illegally reared ones. The Sabres, headed by Sullivan Squire, patrol the streets to shield residents from dragon attacks. The Patchworks under Saka Rynn recover and preserve dragon carcasses, while the Anthems, Sacreds, Billionaires, and Gallows cover incantation, liturgy, accounting, and internal punishment, led respectively by Roy B. Dipper, Cquntnire Milieve, Harry Shayk, and Wolfgang Slashhaut.

The agency's leadership is the Top of Horns, the assembled directors of all eight divisions. Among the rank and file, the Pipers Noel Niihashi and Ninny Spangcole stand out as the most prominent agents, channeling magic through trumpet-like pipes and oddly shaped guns called Witch Kits. Their commanding officer is Billy Banx Jr., who was elevated to the Sabres once Noel and Ninny beat Shelby but slid back to the Pipers because of his laziness.
