Overview

Operating out of Reverse London, Wing Bind also goes by the name of a natural dragon management authority, and its purpose is the safeguarding and regulation of dragons. Its headquarters sits directly behind the gate to the Western Branch, a tall rectangular office block topped by an ornate mansion and ringed with greenery. Only its members may lawfully make contact with a dragon; anyone else who does risks a century of imprisonment or even execution.

When a dragon goes on a rampage in the city, agents seal off the surrounding area with barrier tape while one of their number resolves the threat. A far graver alarm sounds if a Dark Dragon surfaces, triggering an emergency street blockade, warning signage, and phone alerts instructing nearby residents to seek shelter until the elite Sabres neutralize the danger.

The organization's field agents are witches and wizards who earn their place by passing a special entrance examination, after which they protect, tend to, and occasionally exterminate dragons. Each is normally posted to a single division, yet any of them can be pulled into other duties during a crisis, such as when a dragon runs wild and no one else is on hand. For their labor they receive both pay and achievement points, the latter of which fuel promotion once they accumulate enough. Agents generally rest on Saturdays but may be summoned for urgent matters.

Wing Bind splits its personnel into eight divisions, each with a distinct mandate and each headed by a Director who sits on the governing council known as the Top of Horns. The Inks specialize in destroying Dark Dragons with powerful magic, the Pipers oversee dragon husbandry and resource harvesting while also apprehending illegally reared dragons, the Sabres patrol the streets to shield citizens, and the Patchworks collect and preserve dragon corpses. The remaining divisions, the Anthems, Sacreds, Billionaires, and Gallows, round out the agency's structure.

Leadership rests with the Directors of the Top of Horns, among them Bruno Bangnyfe of the Inks, Roy B. Dipper of the Anthems, Sullivan Squire of the Sabres, Saka Rynn of the Patchworks, Harry Shayk of the Billionaires, and Wolfgang Slashhaut of the Gallows.
